The UK’s drug framework is outdated and not fit for purpose. This is evident in its failure to reduce drug misuse, drug-related deaths, and drug-related offending. Instead, it acts as a barrier to achieving these aims for reasons that will be explored throughout this submission. Our interest in drugs policy follows from the fact that people who inject drugs (PWID) remain an at-risk group for HIV.
