This briefing warns that the Scottish Government will fail to meet its target to eradicate HIV transmission by 2030 if the Prostitution (Offences and Support) (Scotland) Bill becomes law.

Scotland for Decrim, with support from National AIDS Trust, Waverly Care and academics from the University of Stirling and University of St. Andrews are calling for the full decriminalisation of sex work in Scotland.

Ending new HIV transmissions depends on enabling sex workers expertise in policy and service design. The evidence is clear: criminalisation undermines trust in services, access to prevention and support, and the agency and rights of sex workers.

Only when sex work is fully decriminalised will Scotland be able to achieve the 2030 goal to end new HIV transmission.
