The Steering Committee of AIDS Action Europe identified the criminalisation of HIV-non-disclosure, -exposure and –transmission (HIV criminalisation) as a core thematic area that the network should address and work on in the 2018–2021 strategic period.
Despite the progress of scientific evidence and recent positive developments in the practice of investigations and prosecutions in some European countries, HIV criminalisation remains a key issue both for PLHIV and preventative measures across Europe.
This report examines trends of HIV criminalisation in the EU.
