It is recommended that testing be available in a range of both medical and non-medical settings to maximise outreach. When HIV testing is limited to sexual health clinics, many key populations are less likely to get tested.

In order to reach people who are not engaging with sexual health clinics, commissioners must look towards designing community-based testing programmes. Increasing community-based testing can provide opportunity to undertake more tailored outreach that reflects the needs of individuals and underrepresented communities.

The toolkit outlines the principles of community testing, how unmet need can be identified and what can be done to ensure the service is delivered to a good quality.
